Update URLs for OCLC FAST APIs

The "experimental" subdomain still used for the FAST search lookup, http://experimental.worldcat.org, has ceased to operate. The code that makes use of it should be updated to use the production API.

@Baroquem I don't use the "linked data" variant of the FAST search lookup, and don't actually know how to!

I use the "assignFAST" search at https://github.com/samvera/questioning_authority/blob/main/lib/qa/authorities/assign_fast.rb instead, which appears to still be working to me.

So I'm not super comfortable making any changes to code I don't know how to use or verify!

I think the project's automated tests are not great for this stuff. If you or anyone can PR, and confirm that you verified your change working manually, I can review the PR!

@Baroquem - I have reason to believe you may be able to overwrite the outdated setting by placing a file named
oclc_fast.json in a directory named config/authorities/linked_data/ in your app (aka without modifying the QA code in any way.)

• I would probably start with an exact copy of the one you link to above, then correct the outdated setting.
• I would then probably remove all settings from the new file that you don't want to change.
• Your mileage may vary. I haven't actually tested this.
