Support authenticated Solr configuration uploads

Solr 8 rejects configuration uploads if authentication is not enabled, but this orb's consumers may not expect authentication to be required either.

As an update, since we have plugins we need for a couple of our applications, we don't do this anymore. We now generate our own solr docker file, which has the configs necessary for authorization: https://github.com/pulibrary/pul_solr#solr-docker

We still pass the params in SOLR_URL, but don't have to do all the zookeeper stuff anymore.
