Availability for POVMS and Instruments in Processor Specs #417

Jotting this down quickly for future reference.
Presently there is no support for specifying availability of either POVMs or instruments in a processor spec, meaning that when including these operations they must implicitly act on every-qubit and need to be defined as such. Adding support for availability specifications will be particularly important for MCMs where we may only have a subset of qubits addressable by an MCM given platform/architecture constraints.
