switch to CITATION.cff for metadata

As the CITATION.cff by now is a nice standardised format for keeping metadata, that is also supported by GitHub and Zenodo, it would be nice to switch over from the INI file we currently support.
INI files should still be supported as legacy format for some time, but marked as deprecated.
