Implement sorting for mentee applications by submission time #154

Currently application submissions are not sorted.
Describe the solution you'd like
Enable sorting of mentee applications by the date-time of application submission in the dashboard.
- Implement UI controls for sorting in the application dashboard
- Ensure sorting works in both ascending and descending order
- Add visual indicator for current sort order in the UI
- Sort the latest application first by default
