Implement a feature to inform new mentors they can wait for more mentee applications before approving a mentee, suggesting a 4-week waiting period.

- Create informational message for new mentors
Tip: If you are a new mentor, wait for at least 4 weeks, before you finalize your mentees as you could receive more applications in the coming days.
- Display message prominently on mentor dashboard
- Add option to dismiss or acknowledge the message
- Add this information to the mentor guide
