[Bug] TC Flash Hash at Boot can be enabled without a TC code #813

Describe the bug
The settings currently allow TC Flash Hash at Boot to be enabled even when no TC code is defined. In this state, setting the option to True has no effect, as Flash Hash at Boot cannot be executed without a TC code.
The option should validated and warn the user unless a TC code is properly configured, to avoid a misleading or non-functional configuration.
