So that we can ensure operational parameters (no more than a 24 hour stay, arrested or released) are adhered to.

AC:

• IS and SD can get/see alerts when someone is between 23 hours and 23:59 of their stay
• IS and SD can get/see alerts when someone's stay is >=24 hours
