Update macos image in release workflow: Stop building macos universal wheels

`macos-13` will no longer be available by the end of 2025 and it's currently used in the release workflow.

It must be upgraded. In order to keep building macos x86_64 with SSE2, this may imply to build 2 different wheels for arm and x86.
