We're hitting a fun edge-case thanks to the PVA testing where we've had the smurf servers on and off a bunch (with files not having sync'd for many reasons).
The net effect is that we're getting stray books registered when we should have had the files registered as observation and operation books. Before we register the stray books to be bound we should be checking to make sure all possible books are registered first.
