PE&W subjects

@psvenk and I met with PE&W, they're gonna go and make sure things are ok and then give us a CSV of their subjects every quarter. They asked if we could highlight when these subjects are available and display PE specific information if needed (such as through a banner announcing PE subjects are available, adding a button to someone's PE history), etc.

We'll be meeting with DAPER on Tuesday, so some things we should think about once we get the data:

• How do we represent everything? Eg. do we put the PE classes alongside the classes from the course catalog and adapt the data from DAPER to fit, or do we store them separately in a different format? What downstream effects does that have?
• How do the quarterly PE terms affect how we display PE subjects in the semesterly Hydrant calendar? Should we start showing half-semester/quarterly subjects different to differentiate them?

We should expand this list later once we have all the details so we have an idea of what to work on...
