New roles have all possible permission values set to false

Describe the bug
When creating a new role, the permissions are all set to false. This is very frustrating as you have to go through and re-assign basic permissions to every single role you make.

To Reproduce
Steps to reproduce the behavior:

1. Go to Server settings
2. Make a new role
3. Observe issue

Expected behavior
The role should take on the default values set in the @everyone role. An alternate solution would be to leave the behavior as is and instead allow the user to duplicate an existing role so they can use its permissions as a base.

Console Logs

System Information (please complete the following information):

• OS: Windows 11, Android 15
• Using Fermi client along with Hoshi, both exhibit same behavior.
