getMillisecond() returning 0

When using get functions for GPS time getMillisecond(), return value is always 0. Every other time get function works fine...

Tested with v.3.1.8 & v3.1.10 on ZED-F9P Module.

This is expected. getMillisecond returns the millisecond component of the UBX-NAV-PVT iTOW (NAVigation Position Velocity Time - Time Of Week). The PVT message contains the time of the navigation solution. If the navigation interval is one second, it is normal for the milliseconds to always be zero. If you increase the navigation rate to 2Hz, you will see the millisecond alternate between 0 and 500.
