Topo can be edited during deploy

Topoviewer is either edit or view at the moment, and during transition (deploy for example) it still has edit state.

It'd be nice to add a no-edit state in between for topo viewer to reflect the state more accurately:

edit (undeployed, with edit actions) <-> no-edit (processing, deploy/destroy, no actions available) <-> view (deployed, with view actions)
```
