Create an End to End Test Script for Romeo on Testnet

Description

Create a fast end to end test script for Romeo on Testnet.

Context

We've been running into unexpected errors on testnet and have a labor intense process to test withdawals and deposits under those conditions. This ticket is to make a nearly one click executable to run a deposit and withdrawal a few times to verify success.

Expected Approach

• Create a PR that runs the deposit and then withdrawal. Because this will not be used after the hackathon this can take any form.

Acceptance Criteria

• PR adds the feature and can be used to debug testnet deployments

This in #351 can be run (once funded) to do a deposit-withdraw round-trip.
