Create LLVM output

This allows interchange to C/C++ and other languages besides oberon0 itself.

Currently LLVM 15 is planned

Tasks:

• Build generator
• Build tests
• Move Oberon0.System to MSIL
• Implement Oberon0.System in LLVM
