`haltheight` in `spec.chain.app` not being used?

so I had the following setting in my chain.yaml

spec:
  chain:
    app:
      haltHeight: 11550000

as found here:

cosmos-operator/config/samples/cosmos_v1_cosmosfullnode_full.yaml

haltHeight: 12345678

but it doesn't seem to modify the app.toml. (although it is present in the cosmos-operator description)

if I set the halt-height in the overrides it shows up.

is this expected behavior?
