Add tooltips for audio effect blocks and parameters #4881

Current Behavior
Audio effect blocks like Vibrato, Chorus, and Tremolo don’t explain what they do. Parameters such as depth, rate, and frequency also lack context, making it unclear how changing them affects the sound.
For beginners or users without a music background, this often leads to confusion and trial-and-error usage.
Desired Behavior
Audio effect blocks and their parameters should provide brief, in context explanations so users can understand what each block does and how its parameters affect the sound.

Not applicable at the moment. This issue is focused on improving clarity through textual explanations rather than visual changes.
Implementation
Add short hover tooltips to audio effect blocks and their parameters that explain:
- What the effect does
- What each parameter controls
The tooltip text should be brief and beginner-friendly.
Acceptance Tests
- Hovering over an audio effect block shows a short explanation of its behavior
- Hovering over parameters (e.g., depth, rate, frequency) shows what they control
- Existing functionality remains unchanged
