Rebuild laravel base

Look into rebuilding base with a fresh copy of the laravel repo.
Add init sh script.
Add artisan init command.

I have base up-to-date for our latest changes to the packages.

Its the code for it so anyone can add it to their base dir.

The init commands have been separated into 3 commands. syntax:configure, syntax:setup, syntax:clean. I have a 4th one called syntax:install that run through the other 3.
