Updated the Contributing section to make code contributions using fork-and-pull front-and-center in ways to contribute. The if-you-are-new-to-open-source link was invalid and, while there is a new link (https://docs.github.com/en/get-started/exploring-projects-on-github/finding-ways-to-contribute-to-open-source-on-github), the new link gives some advice that doesn't apply to the Synthea project (e.g., there are no issues in Synthea that appear in the /contributions path).
Updated documentation of states.
Removed new module wish lists - we did them all.
