Add video download in scraper v3

The [refactored scrapers](https://github.com/tattle-made/factchecking-sites-scraper/tree/master/scraper_v3) need a module for downloading video links (in addition to [FB/Tweet links.](https://github.com/tattle-made/factchecking-sites-scraper/issues/22))
