Investigate changes in `tl.symbols_in_scope`

With teal 0.24.6 it sounds like there have been some changes to tl.symbols_in_scope.

Before upgrading to 0.24.6+, we should see if it helps alleviate some of the things we've seen as per teal-language/tl#921

I've got some free time here, so am planning to look into this!

I did some testing with teal 0.24.6 and came to the same conclusion as in teal-language/tl#921 (comment). Other than that 0.24.6 works fine with teal-language-server
