Cursor glitches a lot across browser UI

Describe the Issue

Cursor is glitching or doesn't show right cursor icon across browser interactive elements

Example, hovering cursor over a URL basically shows hand cursor or pointing hand cursor but it does show sometimes but stays default cursor or glitches between default and hand cursor

Steps to Reproduce

1. Open any page with URL or any elements that triggers different cursor icons
2. Open the same page in Chrome or any other browser
3. Hover over the URL or item, you can see cursor glitching between hand cursor and default cursor
4. In chrome, it will be fixed to hand cursor since its a URL default cursor icon

Expected Behavior

Cursor should show default assigned cursor icons (default=arrow, URL=hand)

Actual Behavior

Cursor icon glitches between different icons for a URL
