Lightbox does not correctly trap focus on figure modal link activation #1275

Description

@cbutcosk

Before proceeding, make sure there isn’t an existing issue for this bug.

  • I have searched the existing issues and determined this is a new bug.

Expected Behavior

When the figure's modal link is activated, focus should follow to the lightbox. Focus should return to the page (and the activated element?) when the lightbox is closed.

Actual Behavior

Focus stays on the page at the figure's modal activation link.

Steps to Reproduce

In a built publication from the default starter, go to any page and activate the modal link. Tab around and note that focus remains behind the modal and none of the modal's controls are have focus rings.

Supporting Information

This presents problems for all users but they are felt most acutely by users of assistive technologies that need focus to follow the visual design's cues and be compatible with keyboard-alike navigation.
