chore: bump op-alloy crates to 0.24.0

Bump op-alloy-consensus, op-alloy-network, op-alloy-rpc-types,
op-alloy-rpc-types-engine, and op-alloy-rpc-jsonrpsee from 0.23.1
to 0.24.0.

Temporarily points alloy-evm to a fork with the matching op-alloy
bump (alloy-rs/evm#301) until a new alloy-evm release is cut.
