Leave Approval Workflow

How to configure workflow for leave approval following way:

I think, currently you cannot do that. It allow people from the given department to be on the approvers list. I'm also having an issue, where I want to approve the department leaders vacations by an upper management, to who these departments belong to. But this person(s) is not a part of the given dept.
