keep services running configuration

Currently for only a handful of services we have the option to keep the service running (https://github.com/tnb-software/TNB/blob/main/system-x/services/kafka/src/main/java/software/tnb/kafka/resource/openshift/OpenshiftKafka.java#L86), this should be possible for all services on service level
