[Bouncer] Revisit added lines limits and set common ceiling for all pull requests #1521

Currently, there's a split: PRs from forks are checked for having up to 500 added lines of documentation content, whereas PRs from direct branches have that limit set to 1000 (temporarily).

Once we settle the guidelines for contributions and maintenance by the end of the "Ownership transfer" milestone, we should revisit the limits and set a common limit for all pull requests. As of now, 500 seems to be the optimal number.
