Link to submit pre-populated bug reports on unexpected errors #7284

See the suggestion at the end of https://clig.dev/#errors:

Make it effortless to submit bug reports. One nice thing you can do is provide a URL and have it pre-populate as much information as possible.

It would be nice to detect unexpected errors or other possible instances where a bug report might be appropriate, and then provide a url with a prefilled report of info (version, traceback) - see https://docs.github.com/en/issues/tracking-your-work-with-issues/creating-an-issue#creating-an-issue-from-a-url-query.

Pros:

  • Easy way for users to submit issues.
  • Less time spent asking users for the info needed to debug.

Cons:

  • May generate too much noise in the issues (we already have too many).
  • Risk that users may unknowingly submit private info.
