Complete ERA mappings in DSpace registries and config files

I'm opening a separate ticket for mapping work done in DSpace via configuration UI or config files. This includes:

1. Metadata registries creation. Registering namespaces and properties via UI before SAF packages are ingested.
2. Configuration of uri-label value pairs. This is so that values are displayed to users via UI and input forms and URIs are stored just as we do in ERA.

This is separate from mapping work done to prepare ERA metadata (#3151 tracks all work related to ERA data and metadata migration prep work, including SAF generation and #3647 tracks work related to community/collection export / import file).

Steps:

• Complete and test DSpace metadata registries in local test instance.
• Complete DSpace metadata registries in scholaris ualberta dev instance before SAFs are ingested.
• Configure metadata controlled values as specified here
• Test and share with Scholaris.. I reached out to ask Scholaris about timing for this work, e.g. before vs after SAFs are ingested.
