Improve UI/UX of the data browser #3207

Currently, when there are a lot of objects and multiple filters with a lot of options, it's difficult to navigate through the data browser and it requires a lot of scrolling. So I wanted to propose a few improvements.

Key ideas:

  1. Keep filters and layers in 2 top-level separate sections and make them collapsible: Image
  2. Provide some basic information and allow basic control of filters and layers without expanding top-level sections: Image
  3. Show which individual filters are active, allow resetting individual filters and searching and move the "search map features" text field to the top-level layers section (this is because you search within objects and not within filters): Image
  4. Improve filtering, e.g. allow searching within filter values (related issue: Filters: add search when many values #2762): Image
  5. Indent sub-layer section (once sub-layers/layer groups are implemented) (related issues: Feature request: Hide specific items - Layers, Sub-layers #939, layer group #3197): Image
  6. Make the data browser panel header always visible and keep some useful controls there e.g. add button to quickly collapse/expand all sections (both filters and layers). This could be helpful when many sections with many items are expanded and it requires many clicks to collapse them: Image
  7. Keep section headers at the top of the view when scrolling (both for filters and layers). This allows to quickly collapse long section without having to scroll to the top first: Image
  8. Allow to disable filters temporarily without clearing/resetting them: Image
