Terminate the Delegate

As it is mentioned in the IEEE-ISTO standard documents
"Delegations SHOULD NOT be terminating by default; terminating delegations SHOULD only be used when there is a compelling technical reason to do so"

But it is not clear to me that how to terminate the delegate. could you help me?
