Local saves only — force sync overwrites without warning, toggle-off misses divergence

The "local saves only" setting was hidden before release due to bugs.

When enabled, force-syncing silently overwrites saves with no warning that local and cloud may have diverged. When disabled, the next sync still thinks everything is up-to-date and misses any divergence that happened while the setting was on.
