Add FAQ and event info to final exercises announcement

+ Added a detailed FAQ section addressing participation eligibility and ticket requirements for the Mathematics Department Diploma Ceremony.
+ Included a reference and link to the Office of Major Events website for further information about university-wide graduation events.
