Couple of needless warnings

We should probably look into getting rid of the following default warnings:

❯ export PATTERN_UTILITY_CONTAINER=quay.io/validatedpatterns/utility-container
❯ ./pattern.sh make install
[WARNING]: No inventory was parsed, only implicit localhost is available
[WARNING]: Collection community.general does not support Ansible version 2.16.14

We can set env vars according to https://docs.ansible.com/projects/ansible/latest/reference_appendices/config.html

  export ANSIBLE_LOCALHOST_WARNING=False
  export ANSIBLE_COLLECTIONS_ON_ANSIBLE_VERSION_MISMATCH=ignore

That first one wouldn't be a problem, but maybe suppressing the second one could lead to issues at some point?

If we don't want to set those vars in the Makefile (which means updating any repo using Makefile-common) it should be possible to create an ansible.cfg file in the utility-container directly
