Central Asian region 2602 update (#1122)

- Adjusted UCFM/UCFO boundaries to reflect latest changes in Kyrgyzstan airspace structure
- Adjusted UTAA/UTAK/UTAT/UTAV labels coordinates for better experience
- Updated Kyrgyzstan(UCFx) airports
- Added new Balkanabat (UTAN) airport
- Adjusted several airport names in Tajikistan and Uzbekistan
