I'm not using milestones to group issues into releases because I'm using milestones for a different purpose for versions prior to v1.0.0

New features

1. New API for specialized matching of phone numbers (PhoneLookup) #259
2. Detect SIM card availability #212
3. Detect SIM card name and number max character limits #201
4. Extensions for getting successfully inserted SimContacts #260

Improvements

1. Optimize Query and BroadQuery when not including data fields #249
2. Add Account to BlankRawContactEntity #254
3. Apply offset and limit manually in all query APIs for devices that do not support them #253

Bugfixes

1. Permissions module extension xxxWithPermission() may crash app #143
2. Query APIs do not return local contacts in Samsung devices when passing null to accounts functions #257

Release management steps

Stuff that needs to be done before, during, and after the release.

Before publishing release

• Double check that there are no regressions for all relevant API functions!
• Double check that relevant documentation in code, README, DEV_NOTES, and all howto pages are correct.

Publishing the release

• Make sure that JitPack SNAPSHOT of the main branch is green.
• Make sure that the JitPack is installable in a new application project by using the main-SNAPSHOT build.
• Update the README with installation instructions for 0.2.4.
• Update gh-pages branch.
• Create the 0.2.4 tag.
• Publish the 0.2.4 release.

After publishing release

• Sanity check install 0.2.4 from JitPack in a new project. (The first JitPack release build typically fails to install. Don't panic. Just delete the build and rebuild it.)
• Leave a comment in this discussion with a link to the release.
• Leave a comment in each of the above issues with a link to the release.
• Unpin this discussion and pin the next release's discussion page.

I'm excited for this release. Especially because of #249; the optimization around querying for only Contacts table fields (exponential speed increase proportional to the Data table size).

Anyways, busy with life and work! Otherwise, I would have released this a month ago!
