Land GuideLLM UI in Upstream Repository

**Description**
This ticket covers landing the GuideLLM local UI in the upstream repo and wiring it up properly so when a user runs a GuideLLM benchmark, the UI is able to viewed as a workload report to analyze the data. 

**Acceptance Criteria**
- Necessary code lands in this repo so that the UI can properly build. 
- Front-end UI maps to the back-end data generated from GuideLLM CLI.
