OWL-Time: Merge temporal relations extension

Limitations on relationships between object-properties in OWL means that some generalizations of the interval relations cannot be described using OWL-Time + OWL. In particular, no 'union' of relations. To standardize the expression of the full set of temporal relations requires some additions to the set described in OWL-Time, as described in https://www.w3.org/TR/vocab-owl-time-rel/

Merge these additional relations into OWL-Time to complete its expressivity.

Hi @dr-shorthair ,

I noticed an update to /time/rdf/time.ttl on the gh-pages branch, and I see a branch has been made referencing this Issue. But, the referenced branch, 1458-owl-time-temporal-relations-extension, is already merged into the gh-pages branch history, in the sense that gh-pages continues on from that branch head. Was that intended?

The version in gh-pages is explicitly just the 'Editor's Draft' and is not the version published at the w3.org URL.
