feat: dashboard settings

Proposed Changes

• Created settings button, where we can modify all widgets of dashboard
• Also we can choose what we want to see in routines widget (all others widgets dont have more than one option, so they have only switch on widget)

hey @DaniilRad also sorry for the late reply! The menu itself shouldn't change, only the widgets shown in the dashboard! (among other things, the menu we use in the react app is not the one used in the django app, it's more of a placeholder so you have something to click on when developing)

Oh i see now, i focused more on task that was in (wger-project/wger#2043)
