Open file location not working when logged in as standard account and SI run as Admin

Brief description of your issue

circled feature not working correctly, it's not opening the file location of the process.

Steps to reproduce (optional)

Repo is like this:
login standard account on windows.,
start SI as Admin,
feature is broken, won't open explorer in desired location, UNLESS the folder is already open then it will switch focus to it.,

Works as expected if SI is running as non Admin.,
Using SI portable v4.0.26074.335 - Win10x64 ESU

Expected behavior (optional)

Clicking the icon should open the folder where the executable resides.

Actual behavior (optional)

Does either nothing, or only switch focus to the explorer.exe if the folder was already opened but doesn't have the focus.
