[General] Figure out CARD_Prop (card properties) encoding for other games

This was extended to accommodate newer card types & features than the ones released in Tag Forces (Pendulum scales, Link arrows, Psychic and Cyberse types, etc.)

Yu-Gi-Oh! Online 2 Duel Accelerator also uses a very similar format, but isn't quite the same.

Online 1 and 3 will need further investigation.
