Ears mod (https://github.com/unascribed/Ears) encodes wings data onto the alpha channel of the skins. When coupled with this mod, it seem that the alpha channel that contains the wings data gets removed. Here's an example skin:

I'm setting the skin using the legacy API.

This feature doesn't already exist in the client. (I have checked every module and their settings on the latest dev build)
This wasn't already suggested. (I have searched suggestions on GitHub and read the FAQ)
