Dependency incompatibility: Python 3.6 with Matplotlib 3.4.3

[README.md] instructs to build conda env with Python 3.6 and Matplotlib 3.4.3, but after running

conda create -n DVI_newest python=3.6 -y && conda activate DVI_newest
pip install -r requirements.txt

It shows error msg:

It appears Matplotlib 3.4.3 can only be installed in a Python 3.7+ environment.
