The game is fully black and the rtx remix doesn't help

I did everything that was in the guide I am using 2k

Looks like the chell world model is visible which could mean that you did not properly install the rtx.conf or that you are playing coop?

I played co-op and I had re shade installed but I wiped the whole game then re downloaded it and installed the rtx mod and this is the results

also turning off ray tracing does something the first image is with the ray tracing on
and this if with ray tracing off

You did not install it properly. You are missing the base remix mod. Re-read the install instructions
