Missing icu.dll

The Windows releases fail to launch with an error saying that icu.dll was not found. This happens with the latest version (0.8.1) with both MSI and portable packages.

Edit: I thought icu.dll was included with Qt, but I have now discovered that it was included in Windows 10 1903. The issue happens with Windows 10 1803. I'll still leave this open in case you want to make something about it, e.g. include the dll in the packages or list a minimum requirement of Windows 10 1903.

Can you test a CI build? Every build job for the main branch has binary artifacts attached. They bundle Qt 6.11.1, which should work on 1703 and above out of the box.

With the CI build (this one specifically, testing the portable zip) the process starts and closes without showing any error or window.
