Make it easy to start/stop/restart mcp servers when in settings.json

VsCode has custom actions to make it super easy to restart the mcp server, this can be useful when developing the mcp server and trying it out.

I started using Zed only a week ago. I am developing a MCP server for access to some proprietary in-house data. It has been an absolute pain to deal with this in the context of Zed. I have no idea how to tell Zed to restart the server because I have made some code changes (my mcp server is in python). I don't think killing the server by hand (kill -9) is the answer. I don't know if anyone is using MCP with Zed or is in my situation. I don't need a simple way to do this, some way to accomplish this, other than restarting Zed would be really nice. Every time I restart Zed, the whole remote thing has to get re-established, and that's just a pain.

I've found that if I modify the command to something invalid (e.g. adding a space, like "/your/command/here "), save, then revert the command, my custom MCP server will restart. It's not perfect, but it's better than kill -9.
