Git Panel Tree View

While working with the git panel I find it hard to find the files that that were changed when there are a lot of changes.
Having a tree view in git panel would make this way more intuitive when going from project panel to git panel and back.
The tree view would also allow to stage the whole folder which is not possible in the list view.

We could merge this with #26614 and make a stronger case to transform this into an issue.
