Option to disable opening the same file multiple times

I haven't been able to find if there is an existing setting to disable this behavior. #18017 seems related, but was closed due to inactivity.

Here is an example:

a.txt open on left, b.txt open on right. Focus on b.txt and click a.txt from the file explorer, a.txt opens again in the right split rather than focusing the existing buffer.
