Cargo.lock is higher in file search results than Cargo.toml

I realize it's because of the alphabetical order, but in 99% of times I need the manifest - Cargo.toml, not the lock.
Repro:

1. Ctrl-p to file picker, type cargo
2. see Cargo.lock on top

note: works a bit different if you in Cargo.toml or in Cargo.lock already.
